Number three. You were getting ready to turn them in, but they weren't acutally IN.
ekbetsy is right...at least that's my vote. Your mission papers weren't in but you'd been thinking about it.

Papers were filled out, but not submitted. If they had been submitted, I would remember you getting a call, and, uh, I don't.
